معدودی از عالمان متبحر اسلامی وطن عموم افراد مسلمانان نمیتوانند جهت پیشبرد اجراآت متداوله روز مره خود اصاله ارشادات لازمه از ان نظامنامه مقدسه آسمانی اقتباس نمایند و بدریافت حقوق حاکمیت و محکومیت ملتفت گردند. همین علت بود که چندی پیشتر در وطن عزیز ما بنا بر عدم واقفیت عموم بحقوق دیگراینکه آن کتاب مقدس سبحانی برای حاکم و محکوم بیعانه زنوده ١٦٥
