وکیل الدوله جناب سردار عبدالله خان مرحوم ( قوم پوپلزائی ) دیوان بیگی مشهور ـ رکن رکین سلطنت احمد شاه کبیر ـ مؤسس (دیوان همایون اعلی) یا وزارت مالیه وعدلیه در افغانستان شخصی که علاوه بر خدمات عسکری مدت نزده سال بعنوان دیوان بیگی و وکیل الدوله در عهد شهنشاه موصوف و ۱۲ سال در عصر سلطنت اعلیحضرت تیمورشاه بعنوان وکیل الدوله در رأس تمام امور اداری کشور قرار داشت.
