مادۀ (٥): خدمت ادارۀ مرکزیّه بر چهار دائره یک ماموریت
محتوی است:
۱- دائرۀ تدریسات ابتدائیه و تالیه.
۲- دائرۀ تشکیلات و تنظیّرات.
۳- دائرۀ تجهیزات.
٤- دائرۀ محاسبه.
