۱ : مقصد از دادن تذکره نفوس برای اشخاص تبعه دولت
افغانستان در داخل و خارج افغانستان این است که صفت
تابعیت شان معلوم باشد تا مامورین دولت باشخص مذکور
همراهی و تمامی زحماتیکه در مسافرت بشخص مذکوره عاید
شود دور و زائل نمایند.
