(۱) ـ در افغانستان وظیفه اداره حکومت مفوض است بهیئت
وزرا و اداره مستقله .
(۲) ـ وزرا در هر وقت که تفتیش اجراآت و احوال مأمورین
شعب منسوبه وزارت خود را لزوم به بینند بحضور ملوکانه
