۱ :- محاکمۀ منصبداران و سپاهیانیکه بالفعل در اردوی افغانستان خدمت میکنند، و مأمورین ملکیه که در دوائر عسکری مستخدم میباشند در دیوان حربها اجرا میشود، و محاکمۀ سپاهیان و منصبداران
