د پادشاه او د رعیت پکښی دی ـ
کیفیت دبیعت پر د مسلمانانو رعایا
وو له مسلمان پادشاه سره پر دے
رنگه فرمایلی دی :-
(۱) قَبْلَول دَ أمر اِطاعت پر وقت
کی دَ سختى اَو دَ اسانى اَو دَ رضا اَو
دَ عدم رضا ـ یعنی رعایا دی په
سخت أمر او اسان امر کی که په مطابقی
له خیال او یا مخالف له خیال وی
یو رنگه اطاعت کوی .
(۲) که پادشاه پر یَوَ حق له حقو بعض
