میرزا عبدالسمیع خان وزیر مشهور و معاصر اعلیحضرت دوست محمد خان در دورۀ سلطنت اول و ثانی ایشان زمامدار بزرگ استیفأ ممالك درعصر شهریار مبرور که بعضاً بعنوان وزیر واغلب بنام مستوفی عهدۀ مستوفی الممالك (یا وزیر مالیه) را برذمت خویش داشت و در عهد اعلیحضرت شاه شجاع الملك ازمنشی های با کفایت آنعصر بود .
