forms introduced by His Majesty must be
regarded as his most praiseworthy act, a
measure by which he parted with his autocratic
powers and transferred them to the representa-
tives of the people. During the last days of
King Amanullah Khan's reign, we heard of a

King Mohammad Nadir Shah, realizing
that no people can in these days make any
progress without participating in the affairs
of their own Government, established a regular
Council of State. This Majlis, as the
Afghan Parliament is called, consists of two
