هیئت اداره
در افغانستان وظیفهٔ ادارهٔ حکومت مفوض است به
هیئت وزرا و ادارهٔ مستقله در حین اجتماع هیئت وزرا
ریاست مجلس را ذات ملوکانه ایفامی نماید ۔ و اگر ذات
شاهانه احضار نداشته باشد ۔ صدر اعظم بوظیفهٔ ریاست
می پردازد ۔ و هر گاه صدر اعظم هم نباشد از جمله وزرا
وزیر وزات اوّل وظیفهٔ ریاست را اجرا می دارد .
