قاعده
( ۱ ) :ـــ قونسلها بطریق ذیل تقسیم میشوند: جنرال قونسل، قونسل،
ویس قونسل، وکیل قونسل .
( ۲ ) :ـــ جنرال قونسل در یکحصهٔ بزرگ مملکت مقرر میشود، که زیر
نگرانی او دیگر قونسلها معین شوند .
( ۳ ) :ـــ قونسلها در حصهٔ مأموریت خودشان اجراآت نموده ،
