شان مامور چنانچه حق سبحانه وتعالی در سوره
حج در ربع چهارم از جز و هفدهم میفرماید که
الَّذِينَ إِنْ مَّكَنَّاهُمْ فِي الْأَرْضِ أَقَامُوا الصَّلَاةَ
وَآتَوُا الزَّكَاةَ وَأَمَرُوا بِالْمَعْرُوفِ وَنَهَوْا عَنِ
الْمُنْكَرِ وَلِلَّهِ عَاقِبَةُ الْأُمُورِ * یعنی آنکسانی را
که برحمت شاملۀ قریب و پیوسته جای دهیم
در زمین و دستگاه و اختیار دهیم که مراد از خلفا
وسلاطین
