(۱): مأمورین ملکی مستخدم دولت بچهار قسم منقسم هستند:-
قسم اول: مأمورینکه بالذات از طرف اشرف پادشاهی انتخاب و منظور فرموده میشوند.
قسم دوم: مأمورینکه از طرف وزارت و یا مدیریت مستقله انتخاب و از حضور شاهانه
