As\na result a delegation left for India in July\nto discuss possibilities of removing the\ndifficulties present and signed a new\nagreement.\n\n(xii) Upon the proposal from the Polish\nEmbassy in Kabul for the renewal of the\nexisting Agreement and Protocol for the\nExchange of Goods and Prices for 1959\nand 1960, the Ministry has agreed to\nreceive a Polish delegation in Kabul and\nit is expected that when a new agreement\nhas been reached a protocol between the\ntwo governments will be signed in War-\nsaw.\n\n(xiii) The protocol for the Exchange of\nGoods and Prices for 1959-60 will shortly\nbe signed between Afghanistan and\nCzechoslovakia in Prague.\n\nB. Foreign Investment.\nDuring the year four requests were\n\nreceived for investment in Afghanistan :\n(i) A request for the establishment of\na casings industry by a Japanese merchant\nwith a capital of one million Afghanis.\n\n(ii) A request for the establishment of\nan organisation which would furnish\nmachinery for sorting fruits. The proposer\nis a German subject and the proposed\ncapital is 7,500 dollars.\n\n(iii) A request for the establishment of\nan electrical workshop by the Siemens\nCompany with a capital of 100,000 D.M.\n\n(iv) A proposal by the Franklin\nDevelopment Institution of New York for\nparticipating in the Ministry of Education\nPress with a capital of 300,000 dollars.\n\nThese proposals are receiving attention\nat the Ministry of Trade.\n\nC. Transit and Transport Difficulties.\nAs Afghanistan is a land-locked\ncountry, the consequent effect on the\ncountry's economic development has not\nbeen very favourable. The Ministry of\nTrade, with a view to preparing transit\nand transport routes for the flow of goods\nto and from Afghanistan, has contacted\nthe governments of Pakistan and the\nU.S.S.R. with regard to the signing of\ntransit treaties with the said governments.\nAs a result some facilities have been\nintroduced in this respect. During last\nyear a Pakistani delegation, headed by\nthe Pakistani Minister of Finance, arrived\nin Kabul and held talks on transit prob-\nlems. An agreement was signed after\nthese talks. This delegation was followed\nby another Pakistani delegation under the\nMinister of Trade which sought ways of\nimplementing the aforementioned agree-\nment.
