The Minister\nof Mines and\nIndustries and the\nPresident of the\nTextile Company\nare seen on either\nside of His\nMajesty.\n\nThe Ministry of Mines and Industries,\nwhich is entrusted with the task of\norganising Afghanistan's industry and\nmineral resources, has made considerable\nprogress during the fourth year of the\nPlan. The Plan aims at establishing an\nequilibrium between the economic\nstructure of the country and the produc-\ntion of consumer goods in order to pave\nthe way for economic progress in the\nfuture and to raise the immediate standard\nof living of the people without importing\na heavy amount of foreign goods.\nTo achieve this the Government has\ninvested heavily in basic industries such\nas petroleum, coal, electricity and cement\nwhile free enterprise was given the\nopportunity to make investments in con-\nsumer goods such as textiles, porcelain,\nand so on. Sometimes when the need\narises, both Government and private\ncapital is utilised to start a new industry,\n\nbut generally private capital is put into\nshort term enterprise.\n\nTHE DEPARTMENT OF INDUSTRIES\nThe Departmen of Industries works as\na liaison between the Government and\nvarious industries in connection with\nGovernment investment and is also con-\ncerned with the protection of private\nindustries by providing them with low\nrates of exchange, exemption from\ncustoms duty on their imports of\nmachinery, building materials and raw\nmaterials, granting credits and arranging\nspecial training courses.
