Members\nof the delegation were two important\nofficials of the Ministry of Education and\nthe Dean of the Faculty of Science of\nKabul University.\n\nScholarships and Fellowships:\n\nAnother important task of the Depart-\nment of Foreign Relations is to make\narrangements for Afghans to go abroad\nand study on scholarships and fellowships\nawarded by United Nations Specialised\nAgencies and a few countries with which\nAfghanistan has signed agreements on\nexchange of students. During the fourth\nyear of the Plan many more students were\nsent abroad on scholarships and fellow-\nships and twelve foreign scholars were\ngiven facilities for research in Afghanistan\nby the Department of Foreign Relations.\n\nHISTORICAL SOCIETY\n\nAlthough a large number of books\nprepared by the Afghan Historical Society\n\nStudents of Kabul Technical School working\non new tools.\n\nsupplies for vocational and technical\nschools, international exchange of\nteachers and students, and the future\ndevelopment of vocational and technical\neducation.\n\nThe First International Congress of\nTurkish and Islamic Art:\n\nSponsored by the Ankara University,\ncongress was convened in October, 1959.\nDr. Mohammed Anas represented\nAfghanistan. Two lectures were given at\nthe congress, one by Prof. Tochi of Italy\non Afghan Art during the Ghaznavid era:\nand the second by Dr. Mohammed Anas\non Maulana Jalaluddin and his rôle in\nIslamic countries. The material published\nabout the Ja'am Minaret and art during\nthe Ghaznavid era attracted the attention\nof well known historians of art who were\nattending the congress.\n\nSeminar on East/West Understanding:\n\nDuring its 10th International Confer-\nence U.N.E.S.C.O. decided that an Inter-\nnational Seminar should be arranged in\nNew Zealand in 1960. This seminar was\nattended by 27 member states and several\ninternational organisations and discussed\nways and means of bringing East and\nWest closer together in order to avoid\nmisunderstandings which tend to result\nin war. Afghanistan was represented in\nthis seminar by Mr. Gholam Ali Ayeen.\n\nThe Second U.N.E.S.C.O. Regional\nConference:\n\nCo-sponsored by the national\nU.N.E.S.C.O. Commission of the Philip-\npine Government and U.N.E.S.C.O., this\nconference was convened in January,\n1960, for the countries of the South/East\nAsia region with observers from the\nUnited States, the Soviet Union, Great\nBritain, France and the Netherlands.
