King Nadir Shah knew all this. He had himself been a Commander-in-Chief. He was fully aware of the wide-spread corruption among officers, and the various grievances of the soldiers. He had more than once protested in vain against the unwise steps of the ex-King's Government. He was not in favour of the Makoolat system, by which the Government supplied food to soldiers and deducted expenses from their salaries. He knew that this would go to enrich those who were in charge of the supply. He wanted that the soldiers should be paid their full salaries in hard cash.
